Background

The Mongolian government's policy on the mining sector and its implementation has a strong impact on the lives of nomadic herders, who are the bearers of the traditional nomadic cultural heritage, in the Gobi region. Because of mining operations, the rights to economic, social and cultural rights of herders have been and continue to be infringed. 

In this context, Amnesty International seeks to document the impact of mineral extraction operations on nomadic herders’ human rights in the Gobi region, and gather testimonies of herders, environment human rights defenders and other civil society organizations who have been or fear being silenced, harassed and criminalized through the misuse of criminal, civil and administrative laws. Pursuing this research will contribute to raising awareness and supporting AIM's campaign activities aimed at addressing this critical concern.

Amnesty International is seeking to engage a researcher to undertake research in Mongolia for one year with the objective of publishing a report.  

Main Responsibilities

• Undertake desk research to review current legal frameworks, practices and materials related to mining operations and to identify corporate actors and international financial institutions investing in mining in Mongolia. 
• Map the key actors involved in research, campaigning and advocacy around the selected topic and understand the work conducted by them through online or, if possible in-person, meetings. 
• Conduct field research on the impact of mining on the rights of nomadic herders, particularly in relation to their economic and cultural rights, by traveling to different areas across the Gobi region (and possibly beyond, if relevant) and collecting data, including by interviewing affected communities, activists and other relevant stakeholders and rights holders.
• Produce a 50-70 page research report with case studies highlighting human rights violations of the herder community and develop a set of recommendations for the Mongolian government, companies, international institutions and investors and other relevant actors. 
• Contribute to the development and implementation of advocacy and campaign strategies to protect the rights of nomadic herders affected by mineral extraction. 
• Lead the drafting of the Mongolia entry for the 2024 Annual Report, outline further researches
• Liaise with Amnesty Mongolia and ESEAPRO for regular updates on progress.

Skills and Experiences

• Proven professional experience in conducting high quality investigations and/or research;
• Working knowledge of international human rights law and standards.
• Knowledge and experience working with civil society in Mongolia.
• Ability to analyze human rights issues and develop short and long-term strategies to achieve human rights impact and concrete change; and
• Excellent written and verbal English and the ability to produce compelling and concise research documents; and
• Preferably, in-depth knowledge and understanding of Mongolia's economic, social and political landscape, with a focus on nomadic herders.

• Эмнести Интернэшнлийн дэлхийн хүний эрхийн төлөв байдлын тайланд Монгол улсын хүний эрхийн асуудлын талаар оруулах төслийг боловсруулах ажлыг удирдан явуулах
• Монголын Эмнести Интернэшнл болон Эмнести Интернэшнлийн Зүүн Өмнөд Ази дахь бүсийн төвтэй тогтмол харилцаж, судалгааны талаар мэдээлэл солилцох
